It allows us to comply with public sector procurement practices while being quicker and smoother, ensuring social housing providers have trust and confidence in us.
“It also means that housing associations who have sites, can ask us to price in a way that doesn’t breach public sector procurement rules and should be quicker.” It’s also a glowing endorsement from Homes England that we are good at what we do.”
The formal explanation is as follows: Homes England’s Development Directorate is focussed on delivering developable sites into the market. They do this by acquiring, de-risking and disposing of land to developers and housebuilders who then build and market homes on that land. Homes England expect to use the DPS to procure a developer for most of their residential led sites. Other sites owned by other public sector bodies may be disposed of via the DPS too.
The intention is to appoint suppliers who can undertake all stages of the residential development process and can pay a land value for the sites they develop. The main aim of both is to make the procurement of a supplier (housebuilder or residential developer) as quick and efficient as possible through.
